Sephora Flash is a brand new service that allows members to pay $10 once a year and recieve free shipping for the rest of the year. This service has no minimum purchase. But note that you must purchase something to make a purchase. Basically, you can't just order samples and place an order. This service is unlimited, and is valid for the entire year. If you want your order even faster, you can pay $5.95 and get it overnighted if the two days isn't fast enough for you. The concept is quite similar to Amazon Prime, but rather than the $99 you would pay, it is only $10. They have been testing out this shipping type for around a year now, and its finally been unveiled for all Beauty Insider members.
For VIB Rouge, this service comes free as long as you requalify for Rouge every year. There are some restrictions. So far it is only available in the continental U.S. or Puerto Rico and Hazmat items will be shipped ground.
